President of Ukraine Leonid Kuchma signed the Executive Order "On
Additional Measures in Connection with the 70th Anniversary of the Great
Famine (Holodomor) in Ukraine". (No. 393/2002-rp)
According to the document, it is planned to erect a Memorial to Victims
of Holodomors and Political Repressions in the capital of Ukraine - Kyiv.
The Cabinet of Ministers of Ukraine is to hold an open contest for the
best project of the Memorial and together with the Kyiv city state
administration provide support for its designing and erection.
The Executive Order also institutes the ceremony of laying wreaths at
the Monument to Victims of the Holodomor of 1932-33 and at the Memorial
to Victims of Holodomors and Political Repressions after the latter is
erected by heads of foreign states, heads of parliaments, and heads of
foreign governments during their visits to Ukraine.
The Government is to:
* submit to the Verkhovna Rada a bill on evaluation of the tragic
events in the history of the Ukrainian people - the holodomor of
1932-33;
* work out a ritual for annual commemoration of the Day of Memory
of Victims of Holodomors and Political Repressions;
* together with the National Academy of Science of Ukraine create a
scientific and research center for investigation of holodomors;
* work out a complex of measures to make the international community
recognize the holodomor of 1932-33 in Ukraine as a major tragedy in
the history of humanity;
* address religious organizations in Ukraine with a proposal to hold in
2003 memorial services in memory of victims of the holodomor and
political repressions.
The Cabinet of Ministers of Ukraine and local executive power institutions
are commissioned to take measures to carry into effect the Decree of the
President of Ukraine "On Measures in Connection with the 70th Anniversary of
the Great Famine in Ukraine", in the first place, provide material aid to
survivors of the holodomors of 1921-23 and 1932-33, improve medical, social
and communal services they receive, and help them run their households.
